1996 is the year of education on defense and security in Ukraine. August 30 this year, Leonid Kuchma, issued a decree. Before that there were two separate Council: one was responsible for the security, the other focused on defense.

The structure of the Council, except the President and Secretary, may include:

• Prime Minister;
• Interior Minister;
• The head of the SBU;
• The attorney General;
• The head of the foreign Ministry of the country;
• Other government officials.

Basic forms of work of the national security Council

According to the current legislation of Ukraine, for the adoption of a decision in the Council requires at least two thirds of its votes. In order to comprehensively work through particularly difficult issues that require the involvement of specialists from different fields, the Council is empowered in certain cases to create temporary (situational) bodies. Also it is worth mentioning that the work of the NSDC of Ukraine is financed exclusively from the state budget.

Coverage of the activities of the national security Council and public relations

The NSDC presented a whole list of different agencies, departments and sectors, each of which performs its important function. Not the last role in this series is information-analytical service. Especially important activity in modern conditions, when on the territory of two Eastern regions of the country by the so-called ATO. The Information and analytical service (or centre, as it is more commonly called), in addition to purely informational function, also performs an analytical and prognostic functions, studying the situation in the country or its individual regions. To date, the center speaker is Col. NSDC in his face constantly accountable to the public and informs about the situation in the zone of military conflict. Information-analytical center prepares daily their reports, highlighting activities and news of the national security Council. By the way, one of the last decisions taken by the Council was the decision to appeal to the UN with a request to send to the conflict zone in the Donbass peacekeeping force.

Andrei Lysenko, the speaker of the Council

Lysenko was born in 1968 in the city of Donetsk. By occupation - a military journalist, and according to military rank - Colonel. In 1996 graduated from the Kiev military humanitarian Institute (specialty - "Journalism"). More than ten years of his life to service in the Ukrainian army. In particular, Andriy Lysenko was part of the peacekeeping contingent in Iraq in 2004.
